This guide covers the point after an interior renovation contractor says the agreed works are complete. It is designed for HDB flats, condominiums and private homes in Singapore. The checks focus on visible workmanship, normal function, incomplete scope and closeout records.

For HDB flats, check the current renovation requirements and whether the contractor is listed in HDB's Directory of Renovation Contractors. HDB also states that electrical work should be assigned to an EMA Licensed Electrical Worker and air-conditioner installation to a BCA-trained installer where applicable. These are compliance boundaries, not a substitute for checking the completed workmanship against your contract.
Prepare before the handover walk-through
- Make one reference pack. Put the signed quotation, drawings, material schedule, variation orders and promised completion items in one folder.
- Ask for power and water to be available. Normal functional checks are limited if utilities are off.
- Inspect before the unit is crowded. Loose furniture, boxes and protective sheets can hide unfinished edges, floor damage and access panels.
- Do not accept verbal-only promises. Record the exact room, item, symptom, photo number, responsible party and proposed date.
- Test more than appearance. A polished surface can still hide a rubbing drawer, poorly aligned door, slow leak or outlet that does not operate normally.

How to write a defect that can be acted on
Replace vague wording such as "cabinet bad" with observable facts: Kitchen base cabinet K3, right door rubs the drawer front and cannot open past approximately 60 degrees; see photos 18 and 19. Do not guess at the cause unless a qualified person has confirmed it.

Rectification, sign-off and final payment
Use the payment milestones and completion process in the signed contract. A checklist helps establish what was observed; it does not rewrite the agreement or decide liability. Record unresolved items before signing an acceptance or completion acknowledgement, and ask the contractor to confirm the rectification plan in writing.
If a defect affects several trades, ask who owns coordination. For example, a sink leak may involve the fitting, sealant, countertop cut-out, cabinet protection and plumbing connection. One dated list reduces the risk of each trade assuming another person will close the issue.

Can I open the DB box or test electrical wiring myself?
Do not remove covers, touch exposed parts or perform live electrical tests. You may operate accessible switches, lights and sockets normally if safe. Burning smells, heat, buzzing, damage, repeated tripping or uncertainty should be assessed by an EMA Licensed Electrical Worker.
Who should rectify plumbing defects after renovation?
Send the defect record to the contractor responsible for the work. PUB states that regulated water service and sanitary plumbing works must be carried out by a PUB Licensed Plumber, apart from specified simple plumbing works. Confirm who will attend and what licence or scope applies before rectification.
Should I release final payment if defects are found?
