The lowest-disruption option that addresses the confirmed cause should be considered first. This comparison prevents a single leak from being sold automatically as a full-home project.

PUB classifies laying, installing, altering, repairing or replacing drinking-water pipes and fittings as water-service plumbing work, and says regulated water-service and sanitary plumbing works must be carried out by a PUB Licensed Plumber, except simple plumbing works. For HDB homes, the current guideline says the water and sanitary plumbing works listed on that page do not require an HDB renovation permit, but remain subject to technical terms and conditions. It also cautions that concealed-pipe layouts are only a guide. Check the exact work against the HDB water and sanitary plumbing guidelines before drilling, opening or rerouting.
There is no responsible fixed S$ package before a site survey. The project quote should state the number of water points, pipe material and route, access or opening, isolation, Licensed Plumber scope, testing, disposal, reinstatement, exclusions and variation rules.
A full repipe may be considered when failures recur across different sections, the existing route or material has broader condition concerns, or renovation makes a coordinated replacement practical. One confirmed local defect may still be better handled as a local repair or partial reroute.
Sometimes. A surface route can reduce opening and make future access easier, while a concealed route may suit renovation aesthetics but adds coordination and reinstatement. The feasible route depends on structure, existing services, wet areas, building rules and the Licensed Plumber's design.
PUB states that regulated water-service and sanitary plumbing works must be carried out by a PUB Licensed Plumber, apart from simple plumbing works. Whole-home water-supply alteration or replacement should therefore be classified and scoped by the appointed Licensed Plumber.
HDB says the water and sanitary works listed on its guideline page do not require an HDB renovation permit but remain subject to technical terms and conditions. The exact repiping route, any opening or reinstatement and the contractor requirements must be checked against the current HDB rules before work.
