Does an HDB window grille need a renovation permit?

It separately states that internal metal grilles at windows or balcony parapets in developments handed over before 1 July 2007 do not require a permit when fixed internally without protruding. Should I choose a fixed or sliding window grille?
A fixed grille has fewer moving parts but can restrict cleaning and access. A sliding or otherwise openable grille adds tracks, locks and alignment requirements and needs clearance from the existing window, handles and curtains.
